Abstract

Over the past few years, the propaganda and dissemination of guidelines and policies and the government’s laws in the prevention of fraudulent acts have been concerns by sectors and authorities. However, for many reasons, citizens still do not have complete, accurate and timely access to the information, especially information on planning, regimes, social security policies, etc... A part of the public has limited awareness, gullibility, greed and loss of vigilance so they easily become the “prey” for the suspect to take advantage and commit fraudulent acts on them. In addition, the government’s management in many fields such as finance, banking, cyberspace, real estate and notarization still has many shortcomings and inadequacies. Legal policies in some areas lack synchronisation, creating loopholes for criminals to conduct fraudulent activities to appropriate assets.
